It would appear that that the command to not hate our brother is meant to be understood in a proactive sense. Not only am I not to hate but I cannot give my brother reason to hate. I must be at least as concerned with my brothers heart as I am with my own. To the point that I track down my brother that has something against me and make it right. I can't just protect my own heart, I must protect his.
