Paul breaks apart the "nitty-gritty" parts that usually take a person down the road of evangelism. In vv 14-15 he stresses the absolute necessity of the missionary movement to have "beautiful feet" in carrying the gopel. But he raises his own objection, and gives an answer with Isaiah 52:7. Finally, Paul closes this pericope with v 17: Faith comes from hearing, and hearing through the word of Christ. Next, he further probes the extent of Israel's salvation. Verse 18 makes clear that Israel HAS heard the gospel message through the manifest revelation of God in creation, but did NOT understand/believe it (verse 19). Then he gives 3 scriptural quotes as grounds for this assertion. Deut. 32:21; Isa. 65:1; and Isa. 65:2.

How then will they call on him in whom they have not believed?
πῶς δὲ πιστεύσωσιν οὗ οὐκ ἤκουσαν;
And how are they to believe in him of whom they have never heard?
πῶς δὲ ἀκούσονται χωρὶς κηρύσσοντος;
And how are they to hear without someone preaching?
πῶς δὲ κηρύξωσιν ἐὰν μὴ ἀποσταλῶσιν;
And how are they to preach unless they are sent?
καθὼς γέγραπται, ὡς ὡραῖοι οἱ πόδες τῶν εὐαγγελιζομένων τὰ ἀγαθά.
As it is written, "How beautiful are the feet of those who preach the good news!" [Possible implication: So as long as one hears the gospel, he/she will be saved?]
