The connection between 23 and 24 is difficult. The Greek does not have a conjunction here. It simply says "justified". An Action-Purpose relationship would mean that God intended man to sin. A concessive relationship (as the NET suggests with an "but") would mean that although they have sinned, are justified by grace. Sinned, and justified is the explanation of "no distinction". So in the sense of an exception. All have sinned and can only be justified by grace.

Salvation is God's work from beginning to end. Faith is what brings a person into that grace. But the object of faith is what saves. Faith in itself cannot save. He justifies on His terms based on the work of Christ. Now, that means: God loves sinners. God is righteous and must punish sin. To declare sinners righteous, God forgives sins, which is only possible through the shedding of infinite valuable blood, just as the cost of the offence is infinite high. Jesus Christ is the Redeemer. He justified, by shedding His precious blood, condemned sinners to be perfect in God's sight. No guilt, shame, not ugly, no outcast, and no despair. But now in Him is peace, honor, beauty, acceptance, and joy.
