Verse 13 ends with "whoever calls on the name oft the Lord shall be saved." They don't believe Him, and therefore don't call on Him.
"But" is difficult. 14-15 is negative already, 16 seems more like a restatement. How shall they call, believe, hear, preach is the positive of the negative that they have not all obeyed the gospel.
Someone believes by hearing the gospel. Now this is interesting. How does someone hear? By the word of God. The power of the word of God is the mean that brings someone to hearing. It is the same power that spoke creation into existence.
These questions can be restated as conditions: If they don't believe, then they won't call. If they don't hear, they won't believe. If they don't have a preacher, they won't hear...

Verses 14-16 Israel did not obey the gospel. Verses 17-18 Israel heard the sound of the gospel but did not listen. Verses 19-21 Israel understood the gospel but rejected it. Meditation Israel's disobedience is reflected in Adam's rebellion (Rm 5:12). Just as Adam, Israel chose knowingly to rebel against God's compassion toward His people. The natural mind of the people today do also reflect on Adam's and Israel's rejection of God ( Rm 3:11 ) . Our minds and hearts oppose God intuitively and must be radically changed through God's miracle of the new birth (John 3:3). Why are most people opposed to ultimate hope, purpose, and eternal life? It is because of our rebellious nature ( Rm 1:18-21 ) . However, in every human lingers the knowledge of God and the desire to live forever. People were created with value and purpose. We were not created to die. God offers through His promises hope, purpose and eternal life in Christ (Rm 10:13). What holds you back? Receive Christ, and settle matters of eternity now. Then, your physical death will release you from your weaknesses into a live of full abundance. Death becomes the step through a door into a perfect life with Christ without any weaknesses (Rm 8:22-25).
