הַמַּשָּׂא אֲשֶׁר חָזָה חֲבַקּוּק הַנָּבִיא׃
The oracle that Habakkuk the prophet saw.
עַד־אָנָה יְהוָה שִׁוַּעְתִּי
O LORD, how long shall I cry for help,
and you will not hear?
אֶזְעַק אֵלֶיךָ חָמָס
Or cry to you "Violence!"
and you will not save?
לָמָּה תַרְאֵנִי אָוֶן
Why do you make me see iniquity,
and why do you idly look at wrong?
וְשֹׁד וְחָמָס לְנֶגְדִּי
Destruction and violence are before me;
וַיְהִי רִיב וּמָדֹון יִשָּׂא׃
strife and contention arise.
עַל־כֵּן תָּפוּג תֹּורָה
So the law is paralyzed,
וְלֹא־יֵצֵא לָנֶצַח מִשְׁפָּט
and justice never goes forth.
כִּי רָשָׁע מַכְתִּיר אֶת־הַצַּדִּיק
For the wicked surround the righteous;
עַל־כֵּן יֵצֵא מִשְׁפָּט מְעֻקָּל׃
so justice goes forth perverted.
"Look among the nations,
and be astounded.
כִּי־פֹעַל פֹּעֵל בִּימֵיכֶם
For I am doing a work in your days
that you would not believe
כִּי־הִנְנִי מֵקִים אֶת־הַכַּשְׂדִּים
For behold, I am raising up the Chaldeans,
הַגֹּוי הַמַּר וְהַנִּמְהָר הַהֹולֵךְ לְמֶרְחֲבֵי־אֶרֶץ
that bitter and hasty nation, who march through the breadth of the earth,
לָרֶשֶׁת מִשְׁכָּנֹות לֹּא־לֹו׃
to seize dwellings not their own.
They are dreaded
their justice [goes forth from themselves,]
and [their] dignity go[es] forth from themselves.
וְקַלּוּ מִנְּמֵרִים סוּסָיו
Their horses are swifter than leopards,
וְחַדּוּ מִזְּאֵבֵי עֶרֶב
more fierce than the evening wolves;
their horsemen press proudly on.
וּפָרָשָׁיו מֵרָחֹוק יָבֹאוּ
Their horsemen come from afar;
כְּנֶשֶׁר חָשׁ לֶאֱכֹול׃
like an eagle swift to devour.
כֻּלֹּה לְחָמָס יָבֹוא
They all come for violence,
מְגַמַּת פְּנֵיהֶם קָדִימָה
[with] all their faces [set] forward.
וַיֶּאֱסֹף כַּחֹול שֶׁבִי׃
They gather captives like sand.
וְהוּא בַּמְּלָכִים יִתְקַלָּס
At kings they scoff,
and at rulers they laugh.
לֹו הוּא לְכָל־מִבְצָר יִשְׂחָק
They laugh at every fortress,
for they pile up earth
and take it.
Then they sweep by
like the wind
and go on,
זוּ כֹחֹו לֵאלֹהֹו׃
whose own might is their god!"

(c/d) I cry to you 'Violence!' and you will not save." v3: (a/b) "You make me see iniquity, and you idly look at wrong. (c/d) Destruction and violence are before me; strife and contention arise." In this case 3c/d could either be coordinate with 2-3a/b, w/4 being an inference of the whole, or 3c/d could itself be an inference of 2-3a/b and the ground of 4, thus making it BL . If the latter we would supply the word "therefore" and the meaning would amount to: "you ignore both me and the sin you make me see. [Therefore] destruction and violence are before me and strife and contention arise. As a result of which there is no justice."
