Paul is eager to preach the gospel in Rome because he wants to have fruit there like he has in other places. This is why he prays. But the basis of his prayers is to be able to come and preach the gospel.
Paul is proud (not ashamed) of the gospel becaue it is a revelation of the righteousness of God to the one who has faith. The one who by faith is righteous will live. This is the reason Paul is so eager to preach the good news.
I have no excuse for the wrath of God because He made His attributes clear and I did not honor Him. Therefore, He gave me over to impurity and a depraved mind which resulted in a dishonored body and doing improper things all while approving of others who do the same.
