Not entirely sure if the ground relationship is the correct relationship. vv.5b-c is saying that the kingdom of God is only accessible by water and spiritual birth, and vv.6a-b gives the reason why only the spiritually born enter the Kingdom, namely, because the ones born of the flesh don't have the Spirit. I think vv.7 reads Therefore, do not marvel that I said to you.
Nicodemus didn't ask a question, and Jesus' response is unexpected.
Why would Jesus answer in this way? It might have to do with Nicodemus' statement: You are a teacher come from God because you did many sings and with Jesus' response in Jn 2:23 -25.
