The flow of verses 6-8 is a question-response, and Jesus' response was to his disciples' question about whether it was the time of restoration of the kingdom (land, self-rule) through Jesus' power. Jesus acknowledges that it will be through his power that a kingdom is restored, but his words are concerning the Kingdom of God. Specifically, he takes the question of "when" and turns his answer into one of "how". Therefore the disciples need not know the exact dates of God's ultimate restoration. Nevertheless, Jesus' constant transformation of the world will comes through power--the power of the Holy Spirit--and will be accomplished through the testimony of the work of Christ on Calvary by his disciples in stages: from their city, to their region, and eventually to all the whole earth.
