If anyone thinks he is religious
If certain of you believes himself religiously good

but not able to control his thought and speaks all that in the mind
but deceives his heart,
is deceives of being religiously good in his own heart,
this person’s r religion is worthless.
this same person possesses worthless religion.

The relationship between 26a and 26bc makes a lot more sense being a concessive. This man thinks he is religious yet he does not bridle his tongue, but deceives his heart.
Also notice the "not" and "but" conjunctions in 26bc. I would seriously consider a negative positive relationship.
