Main point summary
The first ground of the gospel is that God is holy and righteous and has revealed His wrath against unholy and unrighteous sinners. As a result, all will be judged according to their works, both the Jew and the Gentile. Those who practice good by the inner working of the Holy Spirit will be justified, but those who practice evil by disobedience to the law or to their natural knowledge of God shall be condemned.

For d I am not ashamed of the gospel, for it is e the power of God for salvation to everyone who believes, to the Jew f first and also to g the Greek. For in it h the righteousness of God is revealed i from faith for faith, 1 j as it is written, “The righteous shall live by faith.” 2 For k the wrath of God l is revealed from heaven against all ungodliness and unrighteousness of men, who by their unrighteousness suppress the truth. For what can be m known about God is plain to them, because God has shown it to them. For his invisible attributes, namely, his eternal power and divine nature, n have been clearly perceived, ever since the creation of the world, 1 in the things that have been made. So they are without excuse. For although they knew God, they did not honor him as God or give thanks to him, but they o became futile in their thinking, and their foolish hearts were darkened. p Claiming to be wise, they became fools, and q exchanged the glory of r the immortal God for images resembling mortal man and birds and animals and creeping things. Therefore s God gave them up in the lusts of their hearts to impurity, to t the dishonoring of their bodies among themselves, because they exchanged the truth about God for u a lie and worshiped and served the creature rather than the Creator, v who is blessed forever! Amen. For this reason w God gave them up to x dishonorable passions. For their women exchanged natural relations for those that are contrary to nature; and the men likewise gave up natural relations with women and were consumed with passion for one another, y men committing shameless acts with men and receiving in themselves the due penalty for their error. And since they did not see fit to acknowledge God, z God gave them up to a a debased mind to do b what ought not to be done. They were filled with all manner of unrighteousness, evil, covetousness, malice. They are full of envy, murder, strife, deceit, maliciousness. They are gossips, slanderers, haters of God, insolent, haughty, boastful, inventors of evil, disobedient to parents, foolish, faithless, heartless, ruthless. Though they know c God’s righteous decree that those who practice such things d deserve to die, they not only do them but e give approval to those who practice them.
The Wrath of God is revealed - God gives up those who refuse to worship Him to the sins of their heart, body and mind (their whole selves)
Therefore you have f no excuse, O man,
THEREFORE, you shall be judged
every one of you who judges.
AS IN, all of you hypocrites
ideaexplanation

you condemn yourself,

because you, the judge, practice the very same things.
BY acting just as sinfully!
actionmanner
We know that the judgment of God rightly falls on those who practice such things.
THEREFORE, all who do sinful things shall be judged as sinners
bilateral
Do you suppose, O man—
IN OTHER WORDS, do you assume that you
you who judge those who practice such things
I MEAN you who judge sin
and yet do them yourself—
YET go on sinning
concessive
that you will escape the judgment of God?
will escape God's wrath?
Or do you presume on h the riches of his kindness and i forbearance and j patience,
IN OTHER WORDS, do you think God will show you kindness
k not knowing that God’s kindness is meant to lead you to repentance?
BY your PRETENDING or FEIGNING ignorance?
But because of your hard and impenitent heart
ANSWER: NO. Because you are sinful and unrepentant
you are l storing up m wrath for yourself
THEREFORE, God's anger over you is long-suffering and you will not escape His wrath
inference
on the day of wrath
You shall know it
when God’s righteous judgment will be revealed.
WHEN God judges all men

n He will render to each one according to his works:
THEREFORE, each person shall receive what they deserve
to those who o by patience in well-doing seek for glory and honor and immortality,
MORE SPECIFICALLY, those who seek to do well righteously

ground
For all who have sinned v without the law
THEREFORE, IF sinners act without the law
will also perish without the law,
THEN they will be judged by what they perceive
conditional
and all who have sinned under the law
ON THE OTHER HAND, if you have the law and sin
will be judged by the law.
THEN the standard of judgment shall be the law
alternative
For w it is not the hearers of the law who are righteous before God,
FOR hearing doesn’t justify you
but the doers of the law who will be justified.
RATHER, doing justifies
For when Gentiles, who do not have the law, x by nature do what the law requires,
THEREFORE, IF Gentiles who act righteously do so naturally, and not by the external law
they are a law to themselves,
THEN they prove that they know the law a priori
even though they do not have the law.
DEPSITE not actually having the law
They show that the work of the law is y written on their hearts,
IN OTHER WORDS, knowingly doing work that is by nature law-abiding shows that they know the law despite not having it externally
while their conscience also bears witness,
AND as they do the work, their conscience guides their actions for what is right and wrong
and their conflicting thoughts accuse
AND their thoughts about what to do and what not to do bring guilt
or even excuse them
OR they make excuses to avoid guilt
z on that day when, a according to my gospel, God judges b the secrets of men
BUT WHEN Christ returns, God will judge the true intentions of those without the law
c by Christ Jesus.
BY the standard set in Christ
But if you call yourself a Jew
ON THE OTHER HAND, IF you are Jewish
and d rely on the law
THEN rely on the law for salvation
and boast in God
THEN brag about how you are confident that you belong to God
and know his will
THEN say that you know better than others
and approve what is excellent,
THEN judge others for what is good and what is bad
progression
because you are instructed from the law;
AS A RESULT OF having the law
and if you are sure that you yourself are e a guide to the blind,
AND IF you have confidence that you help the lost
a light to those who are in darkness,
IN OTHER WORDS, someone who has the truth in a world where it lacks truth
an instructor of the foolish,
OR IN OTHER WORDS, someone who guides those who cannot guide themselves
a teacher of children,
OR IN OTHER WORDS, someone who can teach those who know little
having in the law f the embodiment of g knowledge and truth—
AS A RESULT OF having the law
h you then who teach others,
THEN do you teach others
do you not teach yourself?
BUT not learn or act from what you teach/act hypocritically?
While you preach against stealing,
FOR EXAMPLE, you say don't steal
do you steal?
BUT you steal!
situationresponse
You who say that one must not commit adultery,
AND, you say don't cheat
do you commit adultery?
BUT you cheat!
You who abhor idols,
AND you say don't have idols
do you i rob temples?
BUT you don't give or worship God in the way He requires (according to the law)
General-Specific
You who j boast in the law k dishonor God
AS A RESULT of your hypocrisy, you bring shame upon the name of God
by breaking the law.
BY disobeying the law
For, l as it is written,
BECAUSE you know what the law says,
“The name of God is blasphemed m among the Gentiles because of you.”
NAMELY, by disobeying the law, Gentiles see your hypocrisy and mock your God
For circumcision indeed is of value
THEREFORE, having and conforming to the law is useful
n if you obey the law,
IF you obey the law
but if you break the law,
NEVERTHELESS, IF you disobey the law
your circumcision becomes uncircumcision.
THEN it doesn't matter if you have or conform yourself to the law
So, if o a man who is uncircumcised
ON THE OTHER HAND, IF someone who does not have law
keeps p the precepts of the law,
BUT does what the law requires
will not his uncircumcision be regarded 1 as circumcision?
THEN isn't he righteous?
Then he who is physically 1 uncircumcised
FURTHERMORE, the one who does not have the law
but keeps the law
BUT does what the law requires
q will condemn you who have r the written code 2 and circumcision
WILL RESULT IN being your curse because you have the law
but break the law.
YET do not obey it!
For s no one is a Jew t who is merely one outwardly,
BECAUSE someone isn't a child of God by what he looks like
nor is circumcision outward and physical.
NOR is someone a child of God by virtue of doing things without knowing why they're being done
But a Jew is one u inwardly,
INSTEAD, a child of God is someone whose very soul has been made new
and v circumcision is a matter of the heart,
AND is someone who does what God commands because he loves God
by the Spirit,
A LOVE WHICH IS BROUGHT ABOUT BY the Holy Spirit
not by the letter.
NOT BY his simple possession of the law
w His praise is not from man
FOR his acceptance and righteousness is not from what other people perceive
but from God.
BUT from God who knows the heart of man.
Deals with Gentiles/those without the law.
